Headquarters Joint Operations Command

As an establishing member of the Praeco Pty Ltd consortium with ABN AMRO, Leighton Contractors was responsible for the design and construction of the Headquarters Joint Operations Command complex, the first Public Private Partnership project undertaken by the Australian Government.


The $250 million project, located near Bungendore in NSW,  provides Defence with its first fully-integrated command and control headquarters and has capacity for over 750 Defence Force personnel.

The complex, designed by leading Australian architects Rice Daubney, includes a headquarters building, supporting
buildings and relevant infrastructure.

The main Operations Command Building provides a high security and energy efficient office environment for the Military.

The Military Support Buildings contain all messes, recreational, maintenance and sport facilities.

Design features

The design incorporated various ESD principles such as on-site sewerage treatment facilities and a self sufficient water supply system in order to achieve a five-star Australian Building Greenhouse Rating. This enabled the entire complex to be substantially self sustainable on the remote site.

Facility Management services, including access control, cleaning, administrative and clerical support, waste removal, catering, grounds maintenance and general maintenance services have been sub-contracted to Spotless Services Australia. Defence contracted Codarra Advanced Systems to install the command, control, communications, computing and intelligence systems into the new facility.
