Delivering a sustainable and resilient transport network
CPB Contractors, as part of the Wellington Gateway Partnership (WGP), is working with the New Zealand Transport Agency (NZTA) to deliver the NZ$1 billion Transmission Gully Motorway, under an availability based Public Private Partnership (PPP) arrangement including fellow CIMIC Group company, Pacific Partnerships.
WGP has been engaged to design, construct, finance, operate and maintain the new Transmission Gully highway for 25 years. The consortium includes Pacific Partnerships (sponsor and equity investor), CPB Contractors (design and construction), and Ventia, CIMIC Group's 50% owned associate, (operations and maintenance).
Transmission Gully is New Zealand's first roads project to be procured through a PPP. When completed it will provide a more efficient connection and support the local economy.
Transmission Gully is highly complex, with difficult and steep terrain requiring large-scale earthworks during construction.
Scope of works include:
- The design and construction of a 27 km long expressway standard motorway just north of Wellington, with a 25-year operations and maintenance contract;
- The design and delivery of 29 bridges, a number of complex interchanges, and the movement of more than 6 million m3 of earth; and
- Expert environmental management to minimise risk across sensitive and steep terrain.
The new motorway will act as a catalyst for economic growth in the Wellington region. It will bypass the existing coastal route thereby increasing road safety and improving network reliability with high levels of seismic resilience.
Transmission Gully will:
- Significantly reduce the number of fatal and serious injury crashes;
- Increase capacity and passing opportunities;
- Provide a more reliable and safer journey for motorists and one that is better able to resist and recover from earthquakes and storms;
- Provide another route between Wellington and the lower North Island;
- Reduce traffic congestion and improve safety within communities like Porirua by significantly reducing through traffic; and
- Reduce fuel costs and contribute to economic growth.
