Victoria's North East Link Primary package has officially been awarded a Platinum IS Design v2.1 rating from the Infrastructure Sustainability Council.
This exceptional achievement highlights how the project is not only building critical transport connections but also setting a new industry standard for low-carbon, future-focused infrastructure delivery.
The Platinum rating reflects years of strategic design and planning focused on minimising environmental impact, enhancing community outcomes, and embedding innovation across the project lifecycle.
Key highlights from Spark North East Link’s submission include:
- Full points in the Innovation category, including a ‘World First’ recognition for the project’s approach to Indigenous co-design
- 95% reduction in carbon emissions associated with the project’s construction and operation
- 32% reduction in embodied carbon through sustainable material choices and efficient design.
These results showcase the combined efforts of the Spark team to embed sustainability into every aspect of the project, ensuring that the benefits of the North East Link will extend far beyond transport infrastructure.

Delivered by CPB Contractors, as part of the Spark consortium, the North East Link Primary Package is Victoria’s largest road infrastructure investment. The project is setting a national benchmark for environmental performance, showing that major infrastructure can be both transformative and sustainable.
