The problem-solving process arose from the complex task of installing cladding panels on the tunnel’s large vent stacks. Each lightweight panel needed to be positioned at unique angles on a complex steel diagrid – a task complicated by constantly changing wind conditions and working adjacent to the high-volume traffic of West Gate Freeway.
Due to these unique and challenging environmental conditions, an alternative methodology was explored to address the potential entanglement of taglines for workers controlling load movement.
After a process of investigation, the team chose to implement lifting technology developed in Western Australia and pioneered in market by CIMIC Group. Notably, Leighton Asia's implementation of Roborigger on the Island Eastern Corridor Boardwalk project marked a first for construction in Hong Kong.
Connected between the crane hook and the load, Roborigger transformed operations by enabling a single operator to manage load movement by Bluetooth remote control. The GPS-guided device rotated and held loads at the required orientation regardless of wind, removing the need for taglines altogether.
More than 3,000 panels of varying size and shape were lifted into place. Delivering the certainty of safe lifting operations, the system went a step further with speed. Time-saving value was harnessed through extended operating windows and an increased allowable lift wind speed – with nine metres per second eclipsing the previous pace of three metres.
Six months in the making, the implementation of Roborigger was led and owned by a committed project team.

“The upskilling of riggers and workers was flagged as a critical investment with specialist expertise flown over from Perth to oversee the training.”
A first for major infrastructure in Victoria, the team’s implementation of Roborigger garnered the Bowtell & Health Award for Innovation at the 2026 VIDA Roads Excellence in Safety Awards.
Reducing congestion by providing a vital alternative to the West Bridge, Melbourne’s West Gate Tunnel was delivered by CPB Contractors in joint venture with John Holland.
